It did not want a strong central government because it feared that the government that would over power the local government would be too powerful, so not much power was given to the central government. Thus they did not have much power to impose tax.

Thus the Article of Confederation gave more power to the state compared to the central government. But this created a problem of argument and jealousy among the various states of the country.
