Draw an xy axis. On the x axis, put "number of times person rode the Ferris wheel" or something along those lines. For the y axis, put "frequency". For x = 5, you'll have four dots stacked on top of each other at this x value. I suggest having a slight gap between each dot so you can tell them apart. The four dots represent the four people who said they rode the Ferris wheel five times
