Document A - U.S. Constitution: Written in 1787, established post offices, provided for the coinage of money.

The U.S. Constitution was written during the Philadelphia Convention from May 25 to September 17, 1787 and it was signed on September 17, 1787.
Section 8 states the power of congress, which include:

Clause 5: To coin Money, regulate the Value thereof, and of foreign Coin, and fix the Standard of Weights and Measures.

Clause 7: To establish Post Offices and post Roads.

In section 10, it states the powers denied to the states, which include the restriction to coin money.

Clause 1: "No State shall enter into any Treaty, Alliance, or Confederation; grant Letters of Marque and Reprisal; coin Money; emit Bills of Credit; make any Thing but gold and silver Coin a Tender in Payment of Debts(...)"

Document B - Florida Constitution: Ratified in 1968, established an elected cabinet, made English the official language.

The current Florida Constitution was ratified on November 5, 1968.
In its Article II "General Provisions", in section 9, it mandates that English is the official language of the state.
Article IV "Executive" establishes that the cabinet must be elected rather than appointed. It includes: an Attorney General, a Chief Financial Officer, and a Commissioner of Agriculture with specifically defined powers.
