Allow him to practice at home, without a course.

Help train him so he can complete it.

The question asks how he can fully participate. If he just goes around obstacles he cannot scale, then he's not fully participating. So that answer is actually obsolete. Also the question seems extremely vague. We don't know the extent to his limitations on his legs.
