This opening doesn't involve anything negative as the speaker asks in a polite manner to speak with Mrs. Patterson. By using a question the chance is given to Mrs. Patterson to accept or deny the invitation to speak. In this way she would probably accept it. All this without any sort of coercion.

In option A) a very short stateent is used, meaning that the speaker doesn't have time or doesn't want any type of kindness. There is probably some kind of problem that must be addressed.

Option C) shows that the speaker is very angry about something the receiver did. By using exclamation marks the anger is emphasized.

Lastly, option D) doesn't ask in a direct form for a response, it could be just a salute without any reply.
