First we work out the parenthesis, which is easy because we can just remove them.

{x}^{2}  - x + 7 + 9 {x}^{2}  + 6
Now rearrange our expression (in order to collect terms later).

{x}^{2}  + 9 {x}^{2}  - x + 7 + 6
Next up is collecting the terms.

10 {x}^{2}  - x  + 13
The answer is B.
