Noam Chomsky is an American with a lot of work in a lot of fields like linguistics, Philosophy, Cognitive Science, History, Politics, etc. He is called as the Father of Linguistics sometimes.

So being a linguistic, he argued that all human languages have the same grammatical building blocks such as nouns and verbs, subjects and objects, etc. It can also be seen and understand by comparing grammar of two languages. For example, in Urdu, subject and object comes along the same building block, just like nouns and verbs.

So when people learn other languages, because of such universal grammatical building blocks, they find it easy to understand and learn new language grammar.
