Its 2y+6x=-3 // y+3x=9
ok first rule to finding its parallel partner is that it has to have same slope!!
so in ur given equation ur slope was -3 if you put it in slope-intercept form which is y=mx+b
y= y-coordinate
m= slope
x= x-coordinate
b= y-intercept

y=-3x+9
so figure out the slopes of the options.
2y+6x=-3 gives you
2y=-6x-3
y=-6x/2-3/2
y=-3x-3/2
it doesn't matter what the b or the y-intercept is.
