Answer:

The Potsdam Conference was a negotiation in Germany at the end of World War II, from July 17 to August 2, 1945. It defined the new borders of Germany. The meeting was attended by war-winning Allies, represented by the heads of each of the three states (United States, Great Britain and the Soviet Union).

In the case of Germany, it was decided that the Allied Control Commission in Berlin would administer the country for a time, and that the country should be demilitarized and directly controled by the allies.

The three powers- churchill, Stalin, Roosevelt- planned to divide Germany into 4 zones where each zone would pay the Allies.

The Shays insurgents claimed they were fighting for liberty as they did in the Revolution while the governor and other political leaders saw it as tyranny. The political leaders saw this as a threat to government and to the security of life and liberty. Additionally, there were former veterans fighting on both sides.
