Some significantly exclusive powers have been granted to the House of Representatives including the right to initiate impeachment proceedings and to originate revenue bills. The speaker of the House has an integral role to play in proceedings of the House. Party discipline is a matter of difficulty owing to divergence of interests.

Another dominant factor at play is the committee system. The committee acts like a canopy under which there is a division of membership into specialized groups for varied purposes that range from holding meetings to preparing bills. The head of each committee is a member of the majority party. The most important committees are those that deal with appropriations, ways and means and rules. Special and select committees are formed for a specific project and for a limited period.

Apart from this, the speaker of the House has a major role to play. Chosen by the by the majority party, the speaker presides over debates, elect members of select and conference committees and performs other significant duties.
