b=\frac{3}{28}a

we knot this from3/28 of the animals are birds.

and we also know that 4/15 are birds of prey.  so

p=\frac{4}{15}b

we could substitute:

p=\frac{4*3}{15*28}

and solve:

p=\frac{1}{35}
and this is the answer!
