Important parts are the

Notice that 4509 IS a smaller number, but KM is 1000x bigger than a meter, so it's actually, in meters,
4,509,382M

The end of your question is cut off so it's hard to answer but I think it's asking how much longer 4509 is in scientific notation compared to the 355665 meters.

3.55665 x 10^5 is 355665 meters
And as you can see, when comparing the two,
4.509382 x 10^6 the 4509 has one power higher than the other, 5.

10^6 means 1,000,000 (one million)
And 10^5 means 100,000 (100 thousand) 10^6 is ten times bigger than 10^5, and you can conclude that the 4509 is bigger because of comparing the two with scientific notation like this
