However, after offering the U.S. help to the allies to participate as a mediator, they refused it and he decided it was best to stay away from the conflict unless acts of aggression were committed against the U.S. Then, after almost 3 attacks that he considered accidents, and misjudgments he decided he proposed to ready the army. Nevertheless one of his most trusted cabinet members resigned due to his posture and congress pulled out the National defense act to ready the army for war.
