The Kansas-Nebraska act of 1854 said any free state above the 36,30 line can choose slavery or not. Abraham Lincoln was outraged. He left his political party and started the Republicans.

This ability to check the power of the president is part of the checks and balance system established in our constitution.

In overcrowded places due to urbanization, diseases spread more easily, and that was the concern of the Chinese government. Even today, with the pandemic that the world is living in, the disease spread in larger cities due to the fact that there are too many people living in small places.
