New Jersey was a solution to the representation issue proposed by William Patterson during the Constitutional Convention of 1787. It proposed that each state had a similar "weight" in representation by assigning 1 vote per state in Congress. This plan was supported by the representatives of the smaller states, as they had a significant representation disadvantage over more populated states.
