To create a balance of power, those were all if the ideas of the groups.

Ex.
NATO,
North Atlantic Treaty Organization, keyword, treaty. It was all alliance between North America and other European countries.

Vienna wanted the balance of power during the wars.
So was the triple alliance and entente.
