The idea of a federation is to guarantee stability, protect shared interests, reduce differences between the different territories. The US is considered as the oldest continuous federation and plays a role model for other countries around the world. This point of view, as history shown increases disparities among the different regions, due to the fact that not all of them can be completely autonomous and without the help of federal entities they might not be able to guarantee social, financial stability and might not be as competitive as their state brothers (wealthy ones).

On the other hand, liberals tend to support a federal govern due to the notion of “a union” whereas a nation involve all the states (wealthy or not) to share a ruler, constitution, equality treatment, and opportunities, and also are forced by law to offer transparency to the population,  by means of obligation to declare their practices, finances among other aspects, and being able to compare how each region is doing in order to provided equality of opportunities to all the population, regardless of where they live.

I think the best govern is a democratic federal union, having in mind that seven of the eight largest countries are constituted as federations which has allowed us to have globalization
