How did Alexander Hamilton plan to deal with the national debt?

He planned to assume state debts, New York, of course where Alexander lived was in most of favor and was not paid out of their debts because they were in favor of paying servatude . Where as Virginia and other states were forced to help pay these debts so the country could move on. Thomas Jefferson was highly against this because they owned slaves and he didnt seem fit to have to pay someone elses debts because theirs was already payed of, which ended in a cabinet battle and it was pretty lit.
