The word which is quite neutral is began.
That word doesn't really have either a positive or a negative connotation - it is therefore neutral. The other words, amateur, energetic, and low-rate, tell us something about the personal opinion of the author, which is why their are either positive or negative, but never neutral.

I would say began, because it is not a describing word used.
