The water is a polar molecule, and forms a hydrogen bonding with the other water molecule. In the liquid state, the molecules of the water is in random motion, and the bond between the water molecules are continuously formed and deformed.

In the ice, the hydrogen bond between the water molecules become more stable, due to this, the molecules arrange themselves in a hexagonal pattern. Due to this arrangement, the allover space occupied is expanded. Hence, the ice is expanded than liquid water.
