It is because the environment of the lift is getting disturbed by his loud voice. He should maintain some decorum while traveling in the lift and should talk on the cell phone either in a mild voice or when he comes outside the lift.

Therefore, the comments or disapproving looks can be raised toward Brian on talking loudly over the phone in the lift.
