Laws are the limits. They help the government to control and manage the people. Especially, during the warfare, laws are inevitable -- they make people be less worried about the situation. In emergency cases, laws are the quickest solution. For instance, during WW1, many Americans believed that whoever oppose to the laws, also oppose to the humanity. I would say that laws are the basis of the society.
