Keep 15, Change ÷ to ×, Flip 5/7 = 7/5. Your new equation is:

15 \div \frac{5}{7} = \frac{15}{1}  \times \frac{7}{5}

Now multiply:

\frac{15}{1} \times \frac{7}{5} =  \frac{105}{5} =  21
