If the percent is more than 100%, it will be greater than the number. Example:
110% of 50 = 55
If the percent is less than 100%, it will be less than the number. Example: 
90% of 50 = 45
If the percent is equal to 100%, it will be equal to the number: Example:
100% of 50 = 50

Example - we have this proportion:
2-x
5-45
And we can change it into fraction:
\frac{2}{5}=\frac{x}{45}

\frac{2*9}{5*9}=\frac{x}{45}

\frac{18}{45}=\frac{x}{45}
18=x

In case of more complex fractions it may come in handy.
