Two tenths can be written in the form of decimal as follows:

\dfrac{2}{{10}}=0.2

Five hundredths can be written in the form of decimal as follows:

\dfrac{5}{{100}}=0.05

One thousandths can be written in the form of decimal as follows:

\dfrac{1}{{1000}}=0.001

Therefore, the number 0.251 can be written as,

\begin{aligned}0.251&=\frac{2}{{10}}+\frac{5}{{100}}+\frac{1}{{1000}}\\&=0.2+0.05+0.001\\&=0.251\\\end{aligned}

On the map the perimeter of the park is 0.251{\text{ meters}}.

The actual perimeter of the park can be calculated as follows,
