z=\frac{6.4-3.1}{\frac{4.5}{\sqrt{9}}}=2.2    

Give the appropriate conclusion for the test  

Since is a two tailed test the p value would be:    

p_v =2*P(Z>2.2)=0.0139    

Conclusion    

If we compare the p value and a significance level given \alpha=0.05 we see that p_v so we can conclude that we have enough evidence to reject the null hypothesis, so we can conclude that the lifetime is signficantly different from 3.1.
