I would say that you conclude your speech, essay, etc. with your meaning. Prose is a very straightforward and formal form of writing, and most people speak in prose as well. I suggest you explain your meaning throughout your paper, and straightforwardly state your meaning in the conclusion so that there is no confusion.

Whereas everything here is very important to a short story, and a combination of those would be perfect, I'd say that for such a story 'plot' is the most important element. Because you need an interesting story, and you need to explain how they are going to escape the jail.
