Positive:
The years following the end of WW2 saw the United States consolidating as a superpower and the emergence of a global actor only equaled by the Soviet Union at the time. Efforts to prevent further conflicts in global scale resulted in the creation of the United Nations. The headquarters of many other multilateral organizations was lead by the US foreign policy that formerly didn't play such an active role
The "Marshal Plan" became a key for reconstruction of the European economies and it saw an emergence of financial institutions that fostered cooperation and development to many countries. This includes the World Bank, International Monetary Fund. This multilateral organisms were key to reconstruction of countries damaged by war.
Negative:
The policy of containment, and later the Cold war generated local conflicts, where famous cases like Vietnam generated a bad image to the World where Us should have not been involved
to prevent the spread of communism, saw the formation of the NATO, that nowadays is seen as an intromission from the US into European politics especially in the sphere of military and defense. Nato generates a huge military budget and relies on American troops when Europeans could be more involved in solving their particular issues and being more autonomous
They feared more mistreatment
Most of the American soldiers had not been paid in months and many of the promised pensions never came.
The American revoluntionary war was fought by a lot of paid militias who were being paid a good salary.
Once the war was coming to a close, these soldiers were not paid on time and many of the injured and veterans never got the pension funds they were promised.
Eventually, this was creating unease among the soldiers. There were even talks of a coup d'etat against the United States Congress. The event is also known as the Newburgh Conspiracy.
George Washington personally stepped in to ensure that the young democracy was derailed. He gave an emotional speech on the importance of the congress and eventually reached a settlement where paid some of the unsettled salaries and instead of offering half-pay pensions, settled on paying full salary for 5 years.
Overall, the Truman Doctrine had both advantages and disadvantages. The Truman Doctrine and the Development of American Foreign Policy during the era of the “Cold War” defined foreign policy. It was a major break from the U.S. trends of isolationist and foreign policy. One advantage of the doctrine was to end the loss of military life and support people those who resisted the attempt of defeat by armed minorities. The containment policy was another advantage, it strengthened the United States economy over the Soviet Union. The Marshall Pan however, allowed an economic advantage due to the Soviets weaker economy. They had no choice but to increase their spending. Consequently, thousands of American lives were saved since there was never a direct conflict amongst the two countries, it essentially lessened the chance of an all-out nuclear war. On the other hand, the disadvantages forced other countries to oversee the use of America using nuclear weapons. Even though they knew the capabilities of the U.S., many countries underestimated their abilities. Together using the Marshall Plan, the doctrine solidified the Western European countries into accepting the realism of a divided Europe. The containment policy in addition to the influence of the Marshall Plan industrialized a structure with which the lightly felt, yet inevitable tensions were spiraling within Europe in the mid-1947. Not to mention, many criticized that Truman was guilty of initiating half a century of fear over the doctrine.
