Why is war against terrorists difficult to fight?

Hello!

It's difficult to fight for some factors. We can point: there's no permanent estabilished military bases, they use civilians as shield and home-made weapons too. To confront terrorists a whole group of intelligence is needed, also a group of experts.

The war on terrorism is different because it is a different kind of war. Terrorists work in small, secretive groups. It's hard to know who they are and where they are located. Because they are small groups it is easy for them to hide in remote places. World War II was different. The attack on Pearl Harbor was an act of terrorism, but once the Japanese attacked we knew who had done it and where to fight.
