There are 2 blue balloons out of 5 in total. So, the odds of Jeff pulling out a blue balloon is 2/5.

Therefore, the combined odds of Jeff pulling out a green gum and a blue balloon is 1/2 multiplied by 2/5, which is 2/10, or 1/5, Making the answer C.
