A primary election is the process in which voters can choose what candidate of a specific party is their preferred one to run in the general elections. Primary elections can be open or closed. An open primary election is the one that allows any registered voter to cast their ballot for any political party's primary. A closed primary election mandates that only people that are affiliated to that specific political party, are allowed to cast their ballot in the primary election.

It is called congressional oversight.

Congressional oversight is the power to investigate and oversee the executive branch and it is usually carried out by the congressional committees.

Congressional oversight includes monitoring and supervising of federal agencies, programs, activities and policy implementation. In some cases, an investigation into an irregularity, a political scandal or into executive branch operations may be necessary.

This oversight authority derives from the implied powers in the Constitution and it is an integral part of the American system of checks and balances.
