He thought the government's military action was a mistake.

Explanation:

Thomas Jefferson made his point of view very clear and he said:  <em>“the first error was to pass it; the second was to enforce it; and the third, to make it the means of splitting this Union”</em>. Passing was already a mistake but using military power to enforce the taxation of Whiskey was to insist in that mistake. He believed that the military should be used to enforce the rights of citizen, not a tax over a domestic product.
