Well whatever time your comfortable with that is under 10pm you should be fine as long as you wake close to the same time you went to bed, like if you went to bed at 9:30pm, try to wake up at 8:50am, you'll feel more awake.

The OSH
Act established a separate program for federal government employees. Section 19

does monitor them and conducts inspections in response to workers’ reports of
hazards. Under a 1998 amendment to the OSH Act, the U.S. Postal Service is
covered under the OSH Act just like any private sector employer.
