BlackZzzverrR [31]

Answer:

A weak alliance headed under the leadership of Vienna.

Explanation:

The German confederation is an alliance among 39 states that speaks German, though excluding the Eastern portion under the kingdom of Prussia including East and west Prussia along with Posen. This confederation became weak after the rivalry between the kingdom of Prussia and the Austrian empire, amid difficulty among its members to compromise. It was finally dissolved after the victory of Kingdom of Prussia over the Austrian Empire in the 1866 Seven Weeks' War.
