"Ignoble" means the opposite to "noble", that is to say, something or someone that does not have outstanding or excellent qualities, instead, it is considered morally bad, of a low or inferior grade or quality and not honorable at all.

The sentence "That ignoble peace!" tells us about how peace is really not there, for being of low quality, and dishonorable, not truthful.
