This means that:

  (9,6) → (9k,6k)

i.e.

(3,2) = (9k,6k)

i.e.

9k=3    and   6k=2

k=3/9   and   k=2/6

k=1/3  and  k=1/3

Hence, the scale factor is:  1/3
