Scientific progress is when there is some advancement particularly in the field of science by collection of knowledge and this leads to more addition to this knowledge after this progress.

But when there is a lot of research in this matter, this leads to the formation of the law which states a fact but normally does not tell what and how does that phenomenon happen but only after a lot of research.
