This is because, in a new environment, mostly of new bare rock can only support plants such as algae and moss (pioneer species).  However, as they weather the rocks and soil begin to form, plants such as pteridophytes (ferns) begin to emerge. Eventually, when the soil is deep enough, higher plants such as shrubs and grass emerge and over time trees can grow.
