850-739=111
111/850

(For this part of the math, the biggest number goes first in the equation, but the original number is the denominator)

111/850=0.13...

(You would now move the decimal to the right two times to get the percent change)

0.13 ---> 01.3 ---> 13 ---> 13%

So the number of students from the past 15 years has decreased 13%

If so, the answer would be about 13.06 percent I think
