Since she need to make atleast 90 ounces of serving

And he already had 48 ounces of grape juice for making atleast 90 ounces of serving.

So, he need to add selzer water = 90-48 = 42

So he needs to add atleast 42 ounces of seltzer water

So, from the given options 48 ounces is the correct answer
