Equation for Shop A,

3 + 9x                                                         equation 1

Equation for Shop B,

9 + 6x                                                         equation 2

Total cost for Shop A and Shop B is same so we can equate equation 1 and equation 2 as mentioned below:

3 + 9x = 9 + 6x

3x = 6

x = 3

Thus we can write,  for the total costs to be the same a pair of skis be rented for 3 hours.
