The closest synonym for the word "evaluate" would be the third choice, C. critique. One of the definitions for "evaluate" states: to determine or set the value or amount of; appraise. Another states: to judge or determine the significance, worth, or quality of; assess.
While strengthen COULD be, in a way, related to evaluation, it is not a synonym.
Approve is a good one, but evaluating does not necessarily mean approving.
I do not see how evaluation and duplication could be in any way related, according to their dictionary meanings.
The closest would be critique, as "critique" means, as a noun, "a detailed analysis and assessment of something, especially a literary, philosophical, or political theory." As a verb, critique means "evaluate (a theory or practice) in a detailed and analytical way."
