The middle ages is used to describe the period after the fall of Roman empire. Despite the destruction of the empire, the Christian Relgion still considered as something that provide life value for the people in western hemisphere, and the establishment managed to survive even until today.

This control is needed because the government has to be aware of the impact of the number of newborns on public services.

However, all the controls instilled by the government have to be reasonable and respect the human rights of the parents. Nothing has to be imposed that does not respect their rights.

The government expects that parents can be responsible enough to bring the number of children they can take care of. To not compromise the health service industry and the public education system, and other public services.
