25/16=1.5625
5/4=1.25
They are not proportionally equivalent.

No, because you can't simplify 25:16.
Another way to figure out why it is not proportional is to divide.
16 / 25 = 0.64
4/5 = 0.6
0.64 and 0.6 are not equal.
