According to the question, government is best defined as a procedure for enforcing rules.

Government can be defined as an organized group of people who have the power to control and make decisions for a country. According to Dr. Harold Damerow, who is a professor of government and history, he says that government primarily is responsible for making public policy for the entire society.  

He also defines government as the steering mechanisms for a particular society. The government formulates policies that guide a particular society.

As it is, government definition is centered on the people involved, the system of government in place and the process of governance.  

Simply put, government is the authority that set rules for the people in a society.  

However, there are 5 main form of government and these include Monarchy, democracy, oligarchy, authoritarianism and totalitarianism.  

Monarchy: until 19th century, monarchy is the most practiced form of government. It is basically a system of government in which power is concentrated in a single family.  

Democracy: this is another form of government. It is government that allows its people to determine what they want for themselves. It is seen a government where power belongs to the people.

Oligarchy: this is a form of government where power rotates between few people or a dominant class in a particular society.

Totalitarianism: is a form of government where by the total authority belongs to the state. The people in case have no say in the way the government is run.

Authoritarianism: is a form of government where power is concentrated on the hand of leader, who is not constitutionally responsible to the people.
