The relief act in 1930 was intially create to help farmers from foreclosure Back then, many farmers were losing their assets due to flood, harsh wheather and failing agricultural period. The foreclosure lower the mortgage interest and help the farmers to held onto their assets in order to survive the next economic period.
A slave is a person that belongs to another one and is treated as property. Serfs, I'm not so sure about this now, were renting the land out from the landowners.
