According to Rousseau, the Vespans and the political body would respond by not even making it a statute. He says the government could not undertake any major decisions and the like without informing the people of the nation.

If the govt does something like this, the community does not recognize it a law because it is up to only the society to make a judgement, and the govt only enables them on the way.
