William Penn was a relatively tolerant man when it came to religion, economics, and society--meaning that the basis for his settlement revolved around fair and equal treatment towards most people from different walks of life.

Napoleon affected Latin America by chasing Portugal's Prince Regent John to Brazil which then made Brazil the center of the Portuguese Empire. Napoleon then turned on Spain and captured their rulers creating a power vacuum in Latin American Spanish colonies and in Spain.

The message that he was trying to get across : The United States were not to tolerate European Countries to make new colonies or interfere with the new independent countries; likewise, the United States would not get involved with conflicts between European Powers.
