To find equivalent ratios, it's connected to division. First, you have to know what a ratio is. The definition of a ratio relating to this problem would be like saying 4 out of the 12 people who attended the meeting brought with them a pencil. Looking at 4 and 12, they are both what? What are they both divisible by? To help with that, look at your multiplication tables, as well as whether both numbers are even or odd.
