I think  you mean this year it is 6 min 5 sec
decrease=decreas/original times 100

so decrease=13-5=8 seconds
origianl=6min and 13sec=6*60+13=360+13=373 seconds
so
8/373 times 100=0.02144772117 times 100=<span>2.144772117

about 2% decrease</span>
